RESOLUTION ESTABLISHING OR REVISING SPEED LIMITS FOR PU'U
ROAD, MAKA ROAD, POLARIS ROAD, AND HOKUA ROAD, KOLOA
DISTRICT, COUNTY OF KAUA'I
WHEREAS, Chapter 16, Article 5 of the Kaua'i County Code 1987, as
amended, authorizes the County Council to designated maximum speed limits; and
WHEREAS, Kalaheo Elementary School is located at 4400 Maka Road; and
WHEREAS, Pu'u Road, Hokua Road, Maka Road, and Polaris Road are located
in the Koloa District, County of Kaua'i, State of Hawai'i; and
WHEREAS, the Department of Public Works, based on an engineering and
traffic investigation, has recommended establishing a 25 miles per hour speed limit
on the portion of Pu'u Road west of Papalina Road; and
WHEREAS, the Department of Public Works, based on an engineering and
traffic investigation, has recommended 15 miles per hour speed limits along Hokua
Road, Maka Road, Polaris Road, and the portion of Pu'u Road east of Papalina Road,
on a pilot basis 24 hours per day rather than only during school hours, due to these
streets' proximity to Kalaheo Elementary School; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF KAUA'!,
STATE OF HAWAI'I THAT:
SECTION 1.
amended as follows:
Section XIII, Resolution No. 54-91 (1991), is hereby
"SECTION XIII. A maximum speed limit of 25 miles per hour is
hereby imposed on the following County roadways located in the Koloa
District:
1. Akala Road (along its entire length).
2. Arnio Road (along its entire length).
3. Ehako Street (along its entire length).
4. Eleele Road (along its entire length).
5. Hailima Road (along its entire length).
6. Haku Hale Street (along its entire length).
7. Hapa Road (along its entire length).
[8. Hokua Road (along its entire length).]

SECTION 2. Resolution No. 24-99 amending Resolution
No. 54-91 (1991) entitled "Resolution Establishing Speed Limits For County
Roadways In The County Of Kauai, State OfHawai'i", is hereby amended as follows:
"SECTION XV. School zones and a maximum speed limit of 15 miles
per hour are hereby imposed on the following County roadways located in the
Koloa District:
[1. Maka Road along its entire length, as shown on the attached map.]
[2] L Melemele Road (from approximately 150 feet north of its
intersection with Akala Road to its end).
[3] ~ Paanau Road (from its intersection with Poipu Road to
approximately 500 feet west of said intersection).
[4] _;i_ Poipu Road (from approximately 1100 feet south of its intersection
with Koloa Road to approximately 900 feet south of its intersection with
Waikomo Road).
[5] 4. Uliuli Road (from approximately 200 feet east of its intersection
with Melemele Road to approximately 75 feet north of its intersection
with Ulaula Road).
[6] ~ Waikomo Road (from its intersection with Poipu Road to
approximately 350 feet east of said intersection)."
SECTION 3. Resolution No. 2017-54, a Resolution Establishing A School
Zone With A 15-Mile Per Hour (MPH) Speed Limit Near Kalaheo Elementary School
For Polaris Road And A Portion Of Pu'u Road And Hokua Road, Koloa District,
County Of Kaua'i, is hereby repealed in its entirety.
SECTION 4. Maximum speed limits of fifteen miles per hour (15 MPH)
are hereby established on the following County roadways, as shown on the map
attached hereto as Exhibit A.
1. Hokua Road, along its entire length.
2. Maka Road, along its entire length.
3. Polaris Road, along its entire length.
4. Pu'u Road, from Papalina Road to Maka Road.
SECTION 5. A maximum speed limit of twenty-five miles per
hour (25 MPH) is hereby established on Pu'u Road from its northernmost intersection
with Papalina Road to its southernmost intersection with Papalina Road, as shown
on the map attached hereto as Exhibit A.
SECTION 6. The Department of Public Works shall post appropriate
signs designating the speed limits and the time periods imposed by this Resolution.
SECTION 7. Any person convicted of violating any provisions of the
Traffic Code of the County of Kaua'i, Chapter 16, Kaua'i County Code 1987, as
amended, shall be subject to the penalties prescribed in Section 16-21.6, Chapter 16,
Kaua'i County Code 1987, as amended.
