NOVEMBER 18, 2009
A public hearing of the Council of the County of Kauai was called to order by
Tim Bynum, Chair, Public Works/Elderly Affairs Committee, on Wednesday,
November 18, 2009, at 1:35 p.m. at the Council Chambers, Historic County
Building, 4396 Rice Street, Lihu`e, Kauai, and the presence of the following
was noted:

Honorable Bill "Kaipo" Asing, Council Chair
The Clerk read the notice of the public hearing on the following:
BILL NO. 2332 - A BILL FOR AN ORDINANCE AMENDING
CHAPTER 12, ARTICLE 6, KAUAI COUNTY CODE 1987 RELATING TO
THE ENERGY CODE,
which was passed on first reading and ordered to print by the Council of the County
of Kauai on October 21, 2009, and published in The Garden Island newspaper on
October 28, 2009.
The following communication was received for the record:
• Pamela Lightfoot Burrell, Good Design Works, dated November 17, 2009.
There being no one present to testify on this matter, the public hearing
adjourned at 1:36 p.m.

It is my understanding that a review is in process concerning Energy
Efficient Building Codes.
I wholeheartedly agree that using higher energy efficient standards in
the building process is Smart Building. A smart practice. First of all, a
smart building is based on good design, but adding insulation under
the roofing can help tremendously in creating a comfortable
environment for the home dweller and end up saving the owner the
expense of running fans and worse, running air-conditioning. I have
learned this directly by retrofitting a roof with insulation. The results
in temperature before and after were very welcome. On the south
and west facing walls of certain constructions, insulating the walls
could also be an important method of saving energy and money.
I feel the financial "burden" is extremely minimal compared to the long
lasting benefits to the owner and the environment.
I urge you to consider the long term benefits of enacting higher
energy efficient building codes.
