HomeMy WebLinkAboutSUB Sept 28 2010KAUAI PLANNING COMMISSION SUBDIVISION COMMITTEE MEETING September 28, 2010 The regular meeting of the Planning Commission Subdivision Committee was called to order by Chair, James Nishida at 8:40 a.m., at the Lihue Civic Center, Mo'ikeha Building, in Meeting Room 2A -213. The following Committee members were present: Mr. James Nishida Ms. Camilla Matsumoto Mr. Jan Kimura Discussion of the meeting, in effect, ensued: APPROVAL OF THE AGENDA On motion made by Camilla Matsumoto and seconded by Jan Kimura, to approve the agenda, motion carried unanimously by voice vote. GENERAL BUSINESS MATTERS There were no general business matters. COMMUNICATION There were no communications. UNFINISHED BUSINESS There was no unfinished business. NEW BUSINESS Chair: We are going to discuss the bike path related subdivision matters all at once so that is going to be S- 2011 -04, S. Otsuka Estates, S- 2011 -05, S- 2011 -06, Kapa`a Sands, S -2011- 07, Gary L. Blaich, S- 2011 -08, Greg and Susan Strickland, and S- 2011 -09, J. Frederick/Gary E. Bolster, Creighton S. Fuji and Masa Mieko Katsura. Tentative Subdivision Action, S- 2011 -4, S. Otsuka Estates, Inc., 4 -lot Subdivision, TMK: 4 -3- 009:004, Kana`a, Kauai. Staff Planner Dale Cua: Thank you Mr. Chair. As you previously noted the first 6 applications on the agenda is a subdivision application to accommodate the Lydgate /Kapa`a bike pedestrian path project. All of the subdivision applications all occur in Kapa`a Town. All of the Subdivision Committee Minutes subdivision applications are on the makai side of the highway. All of the applications have been routed to the various reviewing agencies for their review and comment. Their requirements have been incorporated into the subdivision reports for each project. I have asked the applicant to be herein the event that you have any questions in regards to the projector to have further explanation about the project if you have any questions. Chair: Do you by any chance have a big map that shows the ... with you, showing them related to each other? Mr. Doug Haig: No, I am sorry, I don't. I gave all my big maps to Dale but if you start from the south and work your way north the first property is the Kapa`a Sands and that is along Papaloa Road. So that is the first property we are subdividing. And then the path kind of jumps from Papaloa Road to the intersection of Safeway and Waipouli Beach Resort, Kapule Highay and just north of Waipouli Beach Resort because that project improved the sidewalk to be path width, that is where we start. So the first property from the south is Kauai Kai Apartments that we are subdividing, then we cross Wana Road, then we have the Fuji property, then the (inaudible) property and then we get to Kapa`a Shore, the Otsuka Estate property. Then we get to Ala Road, make the turn at Ala Road, the Strickland property, we are improving the right hand turn off of Ala Road to the highway so we are taking a little corner off the Strickland at the north corner of Ala/Kuhi`o Highway. And that is just to improve the turning radius. And then at the Blaich property we are just taking the makai south corner of his property to provide the radius for the intersection of Ala Road and Niulani. So that is kind of a summation of what we are doing. So along Kuhi`o Highway we are gaining about 4 feet into the private property and then when we turn on Ala Road we are gaining still another 4 feet so that we can make Ala Road wide enough to be a safe road. Ala Road and a section of Niulani had always been private roads; recently we acquired those to the County by quick -claim deed so we now own Ala Road and the section of Niulani that was private. Of course we own the section that was County already. So part of this project is to improve Ala Road and Niulani by providing one -way traffic along Niulani and then a multi -use, shared use path along Niulani and Ala Road. And we are maintaining the two -way Ala Road up to Kapa`a Shore because we want to make sure that we are not bringing all the tourist traffic or the visitor traffic to Kapa`a Shore through the side streets. So we maintain the two -way at Ala Road to allow that access to Kapa`a Shore. And all these subdivisions are necessary to provide a safe width. Chair: These little subdivided lots like the Strickland, how does that...? Staff: I have no idea. It was preexisting at the time the CZO was adopted. I am sure there was some kind of intent for these I guess what I would call lots. I don't know if it is a remnant, I am not quite sure. Chair: Yes, when they made the highway. Mr. Haig: It may have been the old railroad. Subdivision Committee Minutes Staff: I was thinking maybe it could be the railroad. Mr. Haig: That is what I think because if you go along the highway you will see, like when you get farther up you will see where the railroad ended up going more makai and there is that funny lot that goes in between the lots past the Chevron Station farther up. So I think it was maybe related to the railroad. Staff: On Oahu you have similar lots and it was to accommodate the railroad right -of- way but since the railroad is no longer in use these lots may have been consolidated with neighboring properties. Mr. Haig: It was kind of funny too because of that lot the Strickland's thought we were talking their whole lot so at first they were very concerned and then I explained, no, we are just taking a little corner. Chair: Any other questions for Dale or Doug? When are you going to start work on this? Mr. Haig: The Kapa`a Shores, Kapa`a Sands, is part of the Lydgate /Kapa`a Phase A. We plan on advertising next month for construction. Phase B, as of Friday the construction fund which will go from Waipouli, actually from the Foodland/Safeway bridge, across the intersection and then north to Ala Road up Niulani, up Moana Kai and then terminate in Lihi Park, that money technically becomes available this Friday, October 1 ". Then we hope to obligate in October/November and then go out to bid for construction late this year or early next year. We are kind of excited, finally the pieces have fallen in place and it has been a journey. I do have some comments on the conditions. I will start with the Kapa`a Sands on the drainage. We are working with Public Works. I don't believe that we will be putting in an underground drainage system. We are working with the County Engineer, we are looking at using sidewalk culverts to maintain the existing flows where necessary because we do have a, we are proposing a raised sidewalk, I mean raised crosswalk to act as both traffic calming and a safe sidewalk connection. And this would be at the rental project near their driveway, we will have a crossing there. So we are doing flood studies but we are not planning on underground drainage systems at this time but we will be working with Public Works because we are Public Works. And then the same thing on Papaloa Road on the access points, we are going to try to work with Public Works and try to see if we can maintain the two access points because that is not uncommon in this area where the resorts have two access points. So we will be working within Public Works on that issue because it is an existing condition. As far as undergrounding electrical services we are not providing new services, we may be relocating a couple poles, actually along Papaloa there may be a pole or two that we are moving but we won't be doing underground electrical. It is an existing condition. And that is kind of the comments elsewhere where the Public Works issues, we are working directly within Public Works and I assume Planning will accept the County Engineer's approval. Subdivision Committee Minutes 3 Ms. Matsumoto: I just have a comment for the records here, I am looking at the subdivision application, there are two of them here and just a typo, and it's Kapa`a Sands on both of them so just make that change. Staff: Yes. Mr. Haig: The cover sheet has Kapa`a Sands, when you look at the applications themselves they are just typo's, it is Kaaoa Sands on both of them so that is just a simple typo. Mr. Haig: Okay, sorry about that. Chair: Any other questions? What does the committee want to do? So we are going to take these approvals individually? Staff: Right. Final Subdivision Action, S- 2007 -20, Kukui `ula Development Co. (Hawai `i) LLC., 2 -lot Subdivision, TMK: 2 -6- 015:001, Kukui`ula, Kauai. Staff: Thank you Mr. Chair. As noted in the subdivision report the proposed subdivision establishes expansion areas for the County's Pa`anaou Housing Project as well as for the Koloa Elementary School facility. The final subdivision map has been routed to the various reviewing agencies for their review and approval, the department has received all of the approval letters. As a result the department is recommending final subdivision approval of this application. Chair: Questions for Dale? Dale, you know that bike plan that he is talking about, Pa`anaou is in the back so they are not close to the bike path or anything like that? Staff: No. Chair: Any more questions for Dale? Chair: Would you like to add anything? Mr. Crawford: Nothing to add, I think Dale covered it. Chair: If not questions what does the committee want to do? Mr. Kimura: Motion to move to approve the final subdivision action on S- 2007 -20, Kukui`ula Development Company, Hawaii, LLC, TMK: 2 -6- 015:001, Kukui`ula, Kauai. Ms. Matsumoto: Second. Final Subdivision Action, S- 2009 -19, Alexander & Baldwin Properties, Iuc./McBryde Sugar Co., Ltd, 6 -lot Subdivision, TMK: 2- 6003:Various: 2 -6 -004: Various, Kukui`ula, Kauai. Staff: Thank you Mr. Chair. In this application as noted in the subdivision report the intent of the subdivision is accommodate existing Department of Water facilities within the Kukui`ula project area and more particularly along the western bypass road, Alakalanikaumaka. The final subdivision map again has been routed to the various reviewing agencies for their review and approval, the department has received all of the approval letters. Again we are recommending final subdivision of this application. Chair: Questions for Dale? Dale, why are there three utility lines? Staff: That is the water tank sites.
