Call to Order
The meeting was called to order by Acting Chair Rhoda Rojas at 12:03 pm in the
Mo'ikeha Building Meeting Room 2A & 2B at 4444 Rice Street in LThu'e with a quorum
of 7 members present.
Approval of Agenda
Dr. Lucy moved to approve the agenda as circulated. Ms. Glass seconded the motion.

Approval of April 20, 2010 Minutes
Rev. Chun moved to approve the minutes as circulated. Ms. Manriquez seconded the
motion. Motion carried 7:0
Business
Discussion of a subject for the Mayor's Together We Can show (deferred 4/20/10)
Suggestions included; introducing each committee member and the role they play in the
community. The County's Public Information Officer writes a script for the broadcast
and could have The Mayor ask each committee member to speak briefly on their area of
expertise and/or disability. Someone could report on how the committee has advised
and assisted the county with compliance such as the redesign of accessible camping
pads at Lydgate Beach Park. Another area of discussion could be about
communication access; captioning, interpreters and providing auxiliary aid notice for
events, how to get an auxiliary aid and who is responsible for providing and budgeting
for auxiliary aids. Another area of interest reported was the removal of access barriers
listed in the COK Transition Plans which the committee monitored for many years.

The MACFEA helped in drafting a communication access policy for the Administration
regarding emergency notification. The main focus of the committee is to oversee
compliance with the ADA and to ensure our island Aloha is equally welcoming to all
people.
Ms. Pilkington is trying to schedule the filming of the show to be on the third Tuesday of
the month to benefit the majority of the members but it will depend on the Mayor's
schedule and may have to be taped on a Wednesday. It was agreed that the MACFEA
members should submit their ideas to Ms. Pilkington so she can work with Mary
Daubert in developing a script. Another suggestion is to schedule the broadcast for
September since many people are away on vacation in July and August.
Action: For discussion at the June meeting, committee members should e-mail Ms.
Pilkington with further suggestions for the Mayor's Together We Can show to allow for
preparation and review at the July meeting.
Bus Stop Transition Plan Report — Report from the Kaua'i Transportation Agency
Action: Ms. Pilkington to invite Kaua'i Transportation Agency (KTA) to attend the June
meeting and address the Bus Stop Transition Plan as well as the bus stop in
Hanama'ulu and the one fronting the Harley Davidson store on Kaumuali'i Highway.
Action: Ms. Pilkington to provide information for the June meeting on the multimodal
transportation plan and what forms of transportation it would include.
Reports
DCAB's report for May, 2010
Dr. Lucy reported both bills DCAB lobbied for at the Legislature passed and will become
effective as soon as the Governor signs them. The parking placard program will be
administered by the state and the permanent placards will be for six years and reapplied
for by mail. ,-The bill relating to the Facility Access Unit allows a temporary fee to be
charged for the submittal of design reviews at a percentage of the contract cost until the
DCAB adopts a permanent fee schedule effective January 1 , 2011 .
The annual DCAB Accessible Design Conference scheduled for September is calling for
nominations for facilities within the state. Ms Pilkington was hoping to submit the
WorkWise Kaua'i One Stop Job Center which recently opened. Other new facilities or
parks on Kaua'i that have good design; usable by all people, should be submitted to the
DCAB for consideration. Attendance from the Public Works Department Personnel
could benefit their understanding of universal design.
Motion: Rev. Chun made a motion that MACFEA send a letter to the Mayor
recommending that a representatives from the different divisions in the Department of
Public Works be sent to the design conference so that Divisions are better informed of
accessible design and facilities made for people with special needs. Ms. Glass
seconded the motion. Motion carried 7:0

Action: Ms. Pilkington to provide the letter for the committee's approval at the June
meeting.
Members' reports
Ms. Manriquez: The Traumatic Brain Injury Advisory Board meets this Friday, May
21 st. The Brain Injury Association held a fair on the 14h of May and it was targeted
towards community awareness and education for parents and coaches with regard to
sports related traumatic brain injuries.
Ms. English: Because it is an election year the Hawaii Disability Rights Center (HDRC)
is working on protection and advocacy for the voter assistance program and
encouraging people with disabilities to register and to vote. HDRC is also working on
aging out issues with the DOE for children in Special Education who can now stay in
school until age 22 if the student can benefit from further education. HDRC is providing
Presentations while on island. Ms. English spoke to KCIL clients this morning giving an
overview of the protection and advocacy support provided throughout the state by the
Hawai'i Disability Rights Center.
Ms. Rojas: Ms. English spoke at our KCIL meeting about our rights and advocacy
protection; we are trying to get the agency on Elderly Affairs to speak at our next
meeting. Ms. Rojas asked Ms. Pilkington to tell the committee about The Gallery.
Ms. Pilkington: There is a committee of people from the community who are looking at
providing an employment opportunity for people of all ages and abilities to train and
work in. The field of 'art' is quite broad and provides many different aspects of
business, education, entertainment and revenue. THE GALLERY is planning a sneak
preview on Friday July 30th, from 10:00 am to 2:00 pm, at the Kaua'i War Memorial
Convention Center. There is a similar gallery in New York City where they have created
jobs and support for individuals with disabilities by allowing them to have a space to
show their work or learn a trade such as how to use a cash register, how to frame
artwork, how to be a videographer and so on. Please save the date.
Ms. Glass: I am a part of Apollo Kaua'i which is a group of people trying to help our
island become more energy efficient and energy sustainable. We are concerned about
Kaua'i pathways, trails and roads and for the safety of low speed vehicles which can't
keep up with traffic on highways such as mopeds, electric bicycles, and golf cart type
vehicles. We want people to be aware of alternative transportation and hope the COK
will take the opportunity to include it in their planning.
Next MACFEA meeting: Tuesday, June 15, 2010
Ms. Pilkington told the members that the County will be observing furloughs starting in
July which most likely will fall on Fridays in conjunction with the dates that the State
observes. MACFEA discussed the possibility of changing the schedule to meet every
other month since there are no major activities or timelines before the committee at this
time.

Attorney Guyot suggested Ms. Pilkington ask the Mayor if bi-monthly meetings work
with his vision for the committee and then place the meeting date changes on the July
agenda to address concerns from the committee members and/or the public. Since
there are no meeting requirements set forth in the MACFEA Policy a majority vote by
the committee members is all that would be needed to change the meeting schedule.
Other methods of dealing with budget cuts will be the elimination of the pizza lunches
for the committee.
Action: Ms. Pilkington to follow up with the Mayor on possible concerns for the
MACFEA to meet every other month. Place change of meeting schedule on July
agenda for the committee's consideration.

Motion: Dr. Lucy moved to adjourn the meeting at 1 :16 pm. Ms. Glass seconded the
