MINUTES of the followine meetines of the Council: Regular Meeting of June 15, 2006 Public Hearing of July 12, 2006, re: Bills Nos. 2184 and 2185 CUMMUNICATIUNS: C 2006-246 Communication (06/26/2006) from the County Engineer, requesting Council approval of a $80,000 grant to Leadership Iiaua`i, a non-profit entity and sponsoring agency for this community build project, to purchase chainlink fence materials for Iiapa`a New Park, and to fully indemnify Leadership Iiaua`i, including its agents and assigns, during the construction and installation of the chainlink fencing by the community organizations and volunteers. C 2006-250 Commnunication (07/12/2006) from Council Chair Bill "I~aipo" Asing, and Energy and Public Safety Cormnittee Chair Mel Rapozo, transmitting for Council consideration, a resolution proposing a Charter Amendment to restructure the Department of Water as an executive agency, subject to the Mayor's executive management and Council's legislative oversight. (See Resoluti.ou No. 2006-26) Council Meeting Agenda 2 July 26, 2006 C 2006-251 Communication (07/13/2006) from C'ouncilmember Jay Furfaro, following up on his oral declaration at the July 5, 2006 Planning Committee meeting, and providing written disclosure of a possible conflict of interest on Bill No. 2177, because his daughter is employed as a planner by PBR, Hilo office, who is the consultant for Grove Farm. C 2006-254 Communication (06/80/2006) from the Council Chair, requesting that the Administration be present at the July 26, 2006 Council meeting to provide an update of the debris removal and clean-up efforts at the Wailapa Stream area in Iulauea. C 2006-255 Communication (06/29/2006) from Clayton Ii. Arinaga, Acting Chief of Police, requesting Council approval to proceed with an amended police weapon exchange agreement with Glock Inc., to replace the standard department-issued weapons (Smith & Wesson mode14046) that are 10+ years old with Glock semi-automatic pistols, for approximately $890.00 from the Police Department operating budget. CLAIMS: C 2006-256 Commnunication (07/13/2006) from the County Clerk, transmitting a claim filed against the County of Iiaua`i by Laurie A. Laroque, for medical costs incurred, pursuant to Section 23.06, Charter of the County of I~aua`i. Council Meeting Agenda 3 COMII~IITTEE REPORTS: ECONOMIC DEVELOPMENT COMMITTEE REPORT: CR-ED 2006-2: on ED 2006-2 RESOLUTIONS: July 26, 2006 Communication (612612006) from Jay Furfaro, Economic Development Committee Chair, requesting that I~eren Gundersen, Project Manager, Kauai Invasive Species Committee, be allowed agenda time to give a briefing on the coqui frog infestation and eradication effort. [Received for the record.] Resolution No. 2006-26, RESOLUTION PROPOSING A CHARTER AMENDMENT TO RESTRUCTURE THE DEPARTMENT OF WATER AS AN EXECUTIVE AGENCY SUBJECT TO THE MAYOR'S EXECUTIVE MANAGEMENT AND COUNCIL'S LEGISLATIVE OVERSIGHT EXECUTIVE SESSION: Pursuant to Haw. Rev. Stat. ("H.R.S.") X92-7(a), the Council may, when deemed necessary, hold an executive session on any agenda item without written public notice if the executive session was not anticipated in advance. Any such executive session shall be held pursuant to H.R.S. X92-4 and shall be limited to those items described in H.R.S. X92-5{a).
