resolution for Council consideration, recognizing Iekaha Town

Engineer, requesting Council approval to apply for, receive and
spend federal funding from the Federal Emergency Management
Agency Pre-Disaster Mitigation Prograni competitive grant
program for the following projects:

Z. Relocation of the Iapa`a Fire Station $2,170,000
3. GIS-Based Analysis of Permitting $ 167,000
4. Hardening of the Historic County Building $ 150,000

CZ003-240 Communication (07/16/2003) from the Chief of Police,
requesting Council approval to receive and expend $3,190.00
from the Iaua`i Children's Justice Grant Committee, to send
two ('Z) detectives from flee Youth Services Section (YSS) of the
Kauai Police Department to attend the "Crimes Agauist
Children Conference" in Dallas, Texas from August 18-'Z 1,
2003.

Engineer, requesting Council approval of a $13,000 grant
appropriation to purchase materials, which volunteers will use
to build a new Scorer's Booth at Anne Knudsen Park in Ioloa.
C 2003-Z4Z Communication (07/'Z1/Z003) from the Administrator, Kauai
Civil Defense Agency, requesting Council approval to apply for,
accept, and expend grant funds in the amount of $10,258.00,
from the Hawaii State Department of Health and U.S.
Department of Transportation Hazardous Materials Emergency
Planning Grant (HMEP), to develop, print and deliver standard
operating guides (SOG) for local hazardous materials
responders.
C 2003-243 Communication (07/'Z 1/2003) from the Administrator, Kauai
Civil Defense Agency, requesting Council approval to apply for,
accept, and expend grant fiords of $10,728.00 from the Hawaii
State Department of Health, for the operational and
administrative expense of the Kauai Local Emergency Planning
Committee.
C 2003-244 Communication (07/28/2003) from the Mayor, transmitting for
Council confirmation, his appointment of Reginald P. Gage, to
the Cotmty Board of Review.
C 2003-245 Communication (07/28/2003) from the Deputy County
Engineer, requesting Council approval to apply for, accept, and
expend a National Park Service Land and Conservation Fund
grant in the amount of $430,000 to construct the rubberized
track at Vidinha Stadium.
C 2003-246 Communication (07/29/'2003) from the Executive on Housing,
requesting Council approval of the revised CDBG (Community
Development Block Grant) Budget, HCDRF (Housuig and
Community Development Revolving Fund) Budget, and Section
8 Budget for the Iaua`i Cotmty Housing Agency for FY Z003-
Z004.

C'Z003-'Z47 Communication (07/30/'Z003) from the Administrator, Iaua`i
Civil Defense Agency, requesting Council approval to apply for,
accept, and expend $599,400 in grant funds from the U.S.
Department of Homeland Security, Office of Domestic
Preparedness, of which $479,400 is to enhance the capability of
State and County agencies to prevent and respond to incidents
of teil~orism, and $1'Z0,000 to hire personnel to support the
training, exercise and administration of this grant.
C'Z003-'Z48 Communication (07/'Z3/'Z003) from the Council Chair,
requesting agenda time for Mrs. Sarah Kailikea to discuss three
(3) issues relating to the Exceptional Chinese Banyan Tree and
the Banyan Harbor condominium property located in Nawiliwili.

Proposed Draft Bill No. 2079 - A BILL FOR AN ORDINANCE AMENDING
ORDINANCE NO. 799, RELATING TO REAL PROPERTY TAXATION
EXECUTIVE SESSION: Pursuant to Haw. Rev. Stat. ("H.R.S.") ~9Z-7(a), the
Council may, when deemed necessary, hold an executive session on any
